What does Ε mean?

Ε is the capital form of Epsilon, letter 5 of 24 in the Greek alphabet (pronounced EP-si-lon). Its lowercase counterpart is ε. In science and maths it is used for: Small quantity in limits, permittivity, strain. Capital Epsilon looks the same as the Latin capital E, so LaTeX has no separate command for it — write E (or \mathrm{E}) in math mode.
